巴林Bahrain海關清關相關規定要求,香港DHL快遞巴林Bahrain的最新海關清關規定
接香港DHL國際快遞相關通知,即日起,Bahrain巴林海關對進口貨物實行以下最新的進口清關規定:
1、寄往巴林的貨物,屬于下列情況可豁免隨貨提供正本原產地證。除下列情況外,發貨人隨貨必須提供正本原產地證
(1)禮品gifts、樣品samples、私人用品personal use、申報價值不超過BHD2000(約5200USD)的貨物;(注:BHD為巴林幣種)
(2)攝影以及錄音設備TV films and Radio recordings;
(3)二手商品Used goods;
(4)報紙Newspapers以及雜志magazines;
(5)政府部門或者部長級政府、部長級機構、公共企業進口的產品;
(6)收件人為國外居民、原巴林籍返鄉的居民、首次到巴林的外派人員、申請居留巴林的人士,且已按巴林海關規定進口的貨物;
(7)收件人為旅客隨行,且已按巴林海關規定進口的非商業用途貨物;
(8)貨物是屬于商業用途,且價值低于BHD500(約1300USD),隨貨發票中已注明貨物的原產地國信息和貨物品名,且信息與貨物來源證明一致 ;
2、無論寄往當地的貨物申報價值多少、原產地國家以及貨物內容,任何時候當地海關都有權利要求發貨人提供貨物的原產地證明協助處理清關(包括上述已豁免的情況)。但如果隨貨的清關發票已經得到下述其中部門的驗證,當地海關會豁免提供原產地證清關。
(1)駐貨物原產地國家的巴林大使館/領事館;
(2)駐貨物原產地國家的任何阿拉伯外交使團;
(3)巴林外交部(注:巴林外交部是授權復查和驗證被拒絕的原產地證機構,收件人可提交資料復查(必須由收件人自己申請),且收件人需要支付費用BHD10(約USD26),費用必須由收件人支付,不能由DHL代支付;
3、如貨物隨貨欠缺正本原產地證,收件人可向巴林海關暫存BHD50(約USD130)押金,并于貨物到達當地日起的90天內向海關補交原產地證清關。貨件完成清關后,收件人可向海關申請退回押金。如收件人逾期未能提供原產地證清關,押金將被當地海關充公,不予退。
5、其他受限制貨物類別及相關清關要求:
(1)化妝品Cosmetics、食品Food Stuff、維他命Vitamins,收件人需要提供衛生部門(MOH)進口許可證;
(2)化工用品Chemical substance、墨水用品Inks,收件人需要提供環境部(MOE)進口許可證;
(3)墊圈Gaskets、橡膠密封件Rubber Seals、輪胎Tires、汽車用品Automotive,收件人需要提供商會(COC)進口許可證;
(4)通訊設備Communication Equipment,收件人需要提供電信監管機構(TRA)進口許可證;
(5)教育書籍(個人使用書籍除外)、CD、DVD ,收件人需要提供中央宣傳部(MOINF)進口許可證;
(6)豁免關稅:所有豁免關稅的貨物都必須提供授權信清關,否則收件人將必須通過第三方代理清關且收件人需要在貨件到達前提供免稅證明文件;
請發貨人寄運貨物到巴林前,必須審查隨貨資料是否齊全并且預先通知收件人查詢當地海關相關進口貨物的限制和規定,以確保收件人具備清關能力和已辦理并取得相關進口文件,我司交寄服務商前不予再審核隨貨資料,如寄運貨物或隨貨資料未能遵從當地海關規定,貨件將有可能被當地海關強制退回或銷毀,退回或銷毀前不另行通知收件人和發貨方,產生一切清關延誤及費用,均由發貨人承擔,請知悉,謝謝。

Amendment in Bahrain Customs Clearance Requirements in relation to Certificate Of Origin (COO) requirements;
Please be informed that Bahrain Customs Authorities have amended the customs rules related to Certificate of Origin (COO) requirements for imports to Bahrain.
With immediate effect, the following regulations apply:
The below items are exempt from needing a COO:
1. Parcels containing gifts, samples, or items for personal use, provided that the items cannot be used commercially, and that the value does not exceed BHD2000 (USD $ 5200).
2.TV films and Radio recordings
3.Used goods
4.Newspapers & magazines
5.Items directly imported by Ministries, Ministerial administration, Ministerial Institutes and all their affiliated public establishments.
6.Personal Effects and used house hold items, which are imported by the citizens who were residing aboard and are returning home or expatriates, who are arriving to the Kingdom of Bahrain for the first time and are intending to reside in the Kingdom; provided that the imported goods are in compliance with the Bahraini Customs rules and regulations.
7- Accompanied passengers, personal effects provided that they cannot be used commercially and are in compliance with Bahraini Customs rules and regulations.
8- Commercial items with value less than BHD500 (USD $ 1300), provided that the country of origin and the name of the product are mentioned in the shipments documentation (i.e. invoice), and which also must be compliance with the proof of origin on the goods.
In all other cases a COO is required for Clearance.
The Customs Affairs have the right to clear the shipments without a COO, if the invoice is compliant with the above mentioned regulations and provided that the invoices are attested by the one of the following;
a.Bahraini Embassy / Consulate at the country of origin
b.Any Arab Diplomatic Corps at the country of origin if a Bahraini Embassy is not available), or
c.The Bahraini Ministry of Foreign Affairs in the Kingdom of Bahrain (NOTE: The Ministry of Foreign Affairs in Bahrain is permitted to review & attest the unaccepted COO for the cost of BHD10 (USD $26) and that should be done by the consignee and not DHL).
Additionally, the Customs affairs have the right to request the COO at any time, and for any shipment regardless of its content, value or origin, if deemed necessary in accordance with the agreements, rules and regulations of the Kingdom of Bahrain and / or the rules, regulations and decrees pertaining to the COO.
Finally for shipments that require COO and none is available at time of clearance, the importer will be required to pay a deposit of BHD50 (USD130) to enable customs clearance of the goods. The importer will be allowed 90 days (from the date of the Custom declaration) to submit the original COO, and claim the refund directly from Bahrain Customs, failing which the deposit will be forfeited.

Prior exporting above products, consignee should seek for (MOH) Ministry of Health pre approval avoiding clearance delays & delivery (Expected of 24 to 48 hours clearance delay – Formal Clearance)
Chemical substance & Inks;
Prior exporting above products, consignee should seek for (MOE) Ministry of Environment pre approval avoiding clearance delays & delivery (Expected of 24 to 48 hours clearance delay – Formal Clearance)
Gaskets, Rubber Seals, Tires & Automotive Batteries;
Prior exporting above products, consignee should seek for (COC) Chamber of Commerce pre approval avoiding clearance delays & delivery (Expected of 24 to 48 hours clearance delay – Formal Clearance)
Communication Equipment’s;
Prior exporting above product, consignee should seek for (TRA) Telecommunication Regulatory Affairs pre approval to avoid delays in clearance & delivery (Expected of 24 to 72 hours clearance delay – Formal Clearance).
Educational Books (excluding personal use), CD & DVD’s;
Prior exporting above product, consignee should seek for (MOINF) Ministry of Information pre approval to avoid delays in clearance & delivery (Expected of 24 to 48 hours clearance delay – Formal Clearance).
Duty Exemptions:
Authorization letter is a must for all duty exemption clearance, if not consignee will end up self-clearance through 3rd party broker also consignee have to provide attested exemption documents prior shipment arrival.
